From 28 October 2026, certain transports of metal waste will no longer be subject to the Polish SENT monitoring system. The change results from the Regulation of the Minister of Finance and Economy of 12 October 2026 and is deregulatory in nature.
A new exclusion from SENT
The change is based on the Regulation of the Minister of Finance and Economy of 12 October 2026 (Journal of Laws 2026, item 1325), which adds a new exclusion to § 2(7)(1) of the Regulation of 25 April 2022 on goods subject to transport monitoring.
The new exclusion covers 19 waste catalogue codes.
Which waste categories will fall outside SENT?
The exclusion includes, among others:
The key point is that the exclusion depends on the specific waste catalogue code, not simply on whether the material is commonly described as scrap metal.
The previous rules apply until 27 October
The existing rules remain in force until 27 October 2026 inclusive.
A transport commenced before 28 October 2026 and completed on or after that date must still be handled under the existing SENT procedure.
This means that transports already in progress at the transition date should be identified separately from shipments commencing once the new rules are in force.
